Michael Shellenberger, an independent journalist and founder of Public, testified before the House Oversight and Accountability Committee on November 13, 2024, during the hearing titled "Unidentified Anomalous Phenomena: Exposing the Truth." He stated, "There is, however, a growing body of evidence that the government is not being transparent about what it knows about unidentified anomalous phenomena (UAP), formerly called UFOs, and that elements within the military and intelligence community are in violation of their Constitutional duty to notify Congress of their operations." Shellenberger reported that a whistleblower had revealed the existence of a secret UAP program named "Immaculate Constellation." He noted that this program was part of a long-standing series of covert operations dealing with UAPs, which had been concealed from Congress. Shellenberger called for increased transparency and accountability from the executive branch, urging that information about UAPs be shared with Congress and the public to ensure national security and public safety.
