Witness Statement, David Fravor

David Fravor, a retired U.S. Navy Commander, provided a statement to the House Oversight and Accountability Committee on July 26, 2023, during the hearing titled "Unidentified Anomalous Phenomena: Implications on National Security, Public Safety, and Government Transparency." In November 2004, while commanding Strike Fighter Squadron 41 aboard the USS Nimitz, Fravor was involved in a training exercise off the coast of Southern California. During this period, the squadron was tasked with real-world assignments, leading to the encounter with an unidentified object. Fravor described observing a "Tic Tac" shaped object, approximately 40 feet in length, exhibiting advanced flight capabilities. The object demonstrated rapid acceleration, abrupt directional changes, and hovered without visible means of propulsion. Notably, it lacked wings and emitted no infrared signature. The USS Princeton's radar operators detected the object, but it did not appear on the radar systems of Fravor's aircraft or the USS Nimitz. This discrepancy raised concerns about the object's capabilities and the limitations of existing radar technology. Fravor emphasized the need for further investigation into such encounters, highlighting the potential national security implications and the necessity for transparency in addressing unidentified aerial phenomena.
